Kadri Kaska

Law Researcher

Kadri Kaska is a cyber security policy and legal researcher at the NATO CCDCOE since 2008. Her main area of research is national cyber security strategy and governance; as part of her portfolio, she maintains the Centre’s National Cybersecurity Strategies repository [link] and is editor for the National Cybersecurity Governance series. Given her legal background, she also writes on the legal aspects of state cyber activities.

In 2017-2018, she was seconded to the Estonian Information System Authority, where she was the lead author and editor of annual Estonian Cyber Security Assessments and contributed to the Agency’s activities in cyber threat assessment, policy analysis and legal drafting. In that capacity, she was one of the authors of Estonia’s new Cyber Security Act and the 2018 Cybersecurity Strategy.

Kadri holds a master’s degree in law from the University of Tartu, Estonia.
