The NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE) has opened the Call for Papers for the 19th International Conference on Cyber Conflict – CyCon 2027: Unified Response, taking place in Tallinn on 25–28 May 2027. The Programme Committee invites the submission of original research papers related to the conference theme. The deadline for abstract submissions is 23 September 2026.
Each year, CyCon brings together more than 800 decision-makers, opinion leaders, and legal and technology experts from government, the military, academia, and industry across nearly 50 countries to address emerging cyber security challenges through an interdisciplinary approach.
The 19th International Conference on Cyber Conflict will be held under the theme Unified Response. As cyber operations increasingly intersect with hybrid threats, military operations, and the functioning of critical infrastructure, the ability to act in a coordinated and coherent manner has become a central challenge.
CyCon 2027 will explore how such a unified response can be achieved. Contributions may address, inter alia:
- the conditions enabling or constraining coordinated responses across jurisdictions and sectors;
- approaches to building interoperability and shared situational awareness;
- legal, policy, and technical barriers to collective action, and ways to overcome them;
- methods for assessing effectiveness in collective cyber defence.
Submitted research papers should offer technical, legal, strategic, policy, or operational perspectives on these and related issues in cyber conflict. Authors are invited to submit a 200–300-word abstract outlining the proposed paper, its main arguments, and expected conclusions. Following an initial review, selected authors will be invited to submit a full paper. Only original work that has not been previously published will be considered. All submissions will undergo a double-blind peer review process in accordance with IEEE standards.

- Full paper submission deadline: 6 January 2027 (09:00 EET)
- Notification of paper acceptance: 17 February 2027
- Camera-ready submission: 3 March 2027
Accepted papers will be published in the CyCon 2027 Proceedings, to be released at the end of May 2027. One author of each accepted paper will be invited to present their work during the conference in Tallinn.
