Low Intensity Cyber Operations – The International Legal Regime

The workshop brought together scholars from various parts of the world thus creating a dialogue between regions that have tended to operate independently rather than cooperatively. The participants came from China, Belarus, Estonia, France, Germany, the Netherlands, Russia, Slovenia, the United Kingdom and the United States.

Many important topics such as sovereignty in cyberspace, response to hostile cyber operations and different aspects of international law were discussed. The workshop was co-directed by Prof. Michael Schmitt (United States Naval War College, University of Exeter, NATO CCD COE Senior Fellow), Prof. Lauri Mälksoo (University of Tartu, Estonian Foreign Policy Institute) and Ms Liis Vihul (NATO CCD COE). The workshop was organised by the Centre and the University of Tartu, in cooperation with the Baltic Yearbook of International Law, Estonian Foreign Policy Institute and Stockton Center for the Study of International Law at the US Naval War College. Workshop proceedings will be published in the 2014 Baltic Yearbook of International Law.
