Adm. Howard, Langner, Gaycken Among CyCon 2017 Speakers

The 9th International Conference on Cyber Conflict CyCon 2017 welcomes Adm. Michelle Howard, the Commander of U.S. Naval Forces Europe, Dr. Sandro Gaycken of the Digital Society Institute at ESMT Berlin and control system security consultant Ralph Langner among speakers at the event. CyCon 2017 will also include plenary panels with Cyber Commanders and the Global Commission on the Stability of Cyberspace.

Taking place in Tallinn from May 30th to June 2nd 2017 CyCon 2017 will cover issues ranging from international cooperation and conflict in cyberspace to technical challenges and requirements, legal frameworks, regulations and standards under the topic Defending the Core.

Michelle Howard is a United States Navy admiral who currently serves as the Commander of U.S. Naval Forces Europe. Adm. Howard is the first female four-star admiral to command operational forces when she assumed her current position. She is also active in raising awareness of cyber warfare and the dangers of cyber intrusion.

As the director of an independent German cyber defence consultancy Ralph Langner has accumulated almost three decades of hands-on field experience in the cyber security issues of power plants, water treatment facilities, nuclear facilities, food and beverage plants, automotive factories, steel mills, and many more. Langner has received worldwide recognition for his comprehensive analysis of the Stuxnet malware, revealing this digital warhead's final target.

Dr. Sandro Gaycken, director of the Digital Society Institute at ESMT Berlin, is a technology- and security-researcher, exploring the nexus of digital technology, economies, politics and society. Sandro's research focus is on cyber strategy, cyber defence, and cyber security. He works as a consultant and reviewer for the German Bundestag, several German ministries, international institutions such as EU, UNO, EAEA and NATO as well as for several DAX-companies and unions.

Keynote speakers of the conference also include President of Estonia Kersti Kaljulaid, Katie Moussouris from of Luta Security, Dr Brian Pierce from DARPA and Professor Mike Schmitt, the director and general editor of the Tallinn Manual 2.0 on the International Law Applicable to Cyber Operations.

CyCon is organised by the NATO Cooperative Cyber Defence Centre of Excellence, a Tallinn-based knowledge hub, research institution, and training and exercise centre. Every year, over 500 decision-makers and experts from government, academia and industry from all over the world approach the conference’s key theme from legal, technology and strategy perspectives, often in an interdisciplinary manner.
